The agreement provides that the parties will submit the proposed language to the DOJ Office of Legal Counsel (OLC) concerning possible settlement language. In the event the DOJ either determines the language does not comply with the law or declines to issue determination, the matter will be appealed to arbitration. Upon the signing of this MOU, the interest arbitrator selection process is to begin.
