National Award on Article 19 Appeal of Maintenance Management Order (MMO) 028-97 (2009)

This National Arbitration Award was on the Union's challenge to the implementation of MMO-028-97, Maintenance Work Hour Estimating Guide for All Mechanized Offices, which replaced MMO-2l-91, Maintenance Staffing Guide for All Mechanized Offices. The Union argued that the USPS' promulgation of the new MMO was not fair, reasonable, and equitable and wanted the MMO staffing calculations to result in authorized staffing packages that were binding on the Postal Service, similar to the MS-47 Handbook for custodial staffing.
