This National Level Pre-Arbitration Settlement Agreement addresses involves the guidelines for procurement of services for the repair/replacement of customer locks for neighborhood delivery and collection box units. It was mutually agreed that Postmasters were to be advised that there is no prohibition to the procurement of services for the repair/replacement of customer locks for NDCBUs or parcel lockers, if that action is determined to be advantageous to the U.S. Postal Service and in accordance with Part 535.111 of the Administrative Support Manual.
