The question in this grievance is whether management was proper in requiring the disputed document. After further review of this matter, we mutually agreed that there was no national interpretive issue fairly presented in this case. No local policy may be established that supersedes the provisions of the Employee and Labor Relations Manual (ELM). This is a local dispute suitable for regional determination by application of Sections 512.412 and 513.364 of the ELM. Therefore, this case is being remanded to the regional level of arbitration with the clear agreement between the parties that it is to be arbitrated at the regional level.
