The issue in this case is whether management violated the National Agreement by reassigning the employee to another craft due to his inability to work safely. It was mutually agreed to full settlement of this case as follows:
1. The Postal Service may discuss with an employee his/her safety record.
2. An employee may volunteer for reassignment to another craft. However, the Postal Service may not unilaterally make such a reassignment.
