The issue in this case is whether the placement of letters of Sick Leave Restriction (RSL) in an employee's Official Personnel Folder (OPF) violates Articles 10 and 19 of the National Agreement. The matters presented by you as well as the applicable contractual provisions have been reviewed and given careful consideration. It is our mutual understanding that a RSL is clearly a temporary record as defined in Section 621.431 of the P-11. As such, a RSL is maintained on the left side of the OPF until the employee is removed from the restricted sick leave list.
