We mutually agreed that there was no interpretive dispute between the parties at the National level as to the meaning and intent of Article 15 of the National Agreement as it relates to the issuance of disciplinary actions. It is our understanding that in cases where a decision to issue a disciplinary action has already been made, the employee's contractual rights to steward representation are not affected if a steward is not present when the employee is called to the supervisor's office to receive the disciplinary action. Accordingly, as further agreed, this case is hereby remanded to Step 3 for further processing by the parties at that level.
