The issue in this grievance is whether requiring the grievant to restrain his long hair violated Article 14 of the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We agreed that the question raised requires application of the provisions of Article 14 of the National Agreement at the regional level, to the fact circumstance rather than an interpretation. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary.
