The issue in this grievance is whether CFS management violated Article 1.6 of the National Agreement by answering the telephone and obtaining certain statistical and production reports. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. To the extent this grievance involves a supervisor answering telephone calls, Arbitrator Snow gives guidance on this issue at pages 17 and 54-55 of National Award AC-N-6922. To the extent this grievance involves obtaining certain reports, AC-N-6922 should also be applied to the particular fact circumstances. Accordingly, we agreed to remand these cases to the parties at Step 3 for further processing and application of the Snow Award AC-N-6922.
