The question raised in this grievance involved the requirement that employees in certain positions must have valid forms SF-46. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that the question raised requires application of EL 303, Part 142, to the fact circumstances involved. Whether driving is a bona fide occupational qualification requirement that is reasonably related to the efficient performance of the responsibilities of the jobs involved in this case must be determined by reviewing the local situation. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
