The grievance concerns whether the grievant was improperly denied An Examination Specialist position. This job is to be filled on a senior-qualified basis. lt is the position of the Postal Service that in-accordance with Part 525, P-11 Handbook, many positions which are filled through the bidding procedure on a senior-qualified basis have a qualification standard which differs markedly from the standards for entry level positions. The senior bidder must meet the minimum qualifications (education, specialized experience, etc. ) before being assigned to these jobs. This is distinguishable from the showing of a specific skill (such as typing) required for a posted duty assignment pursuant to Article 37, Section 3.F.5. In our opinion, the grievance is a fact circumstance dispute over whether the grievant met the minimum qualifications of the job assignment. Accordingly, it should be remanded to Step 3 for further processing as required.
