The question raised in these grievances involves whether the collection of Express Mail was properly assigned to the Letter Carrier Craft. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We further agreed that the past practice of the U.S. Postal Service has been that there are no restrictions as to who can make collections of Express Mail. This position is in accordance with Handbook M-68 and an agreement between the U.S. Postal Service and the American Postal Workers Union that was printed in the August 11, 1983 Postal Bulletin.
