The issue in this grievance is whether management violated Articles 8 and 37 of the 1981 National Agreement by the assignment of the grievants to new hours and days of duty. After further review of the matter, we mutually agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 8 and 37 of the National Agreement. There is no dispute between the parties at this level in regard to the application of Article 37.3.F.10 and Article 8.4.B. The issue in this case will be resolved by a determination of specific facts and their application to the above cited articles and Arbitrator Gamser's award in H1C-5F-C 1004 and 1007. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration if necessary by the parties.
