The question raised in this grievance involved whether an employee is entitled to out-of-schedule overtime compensation when the employee's work schedule was changed in order for the employee to receive training. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. The parties agreed that whether the grievant is entitled to out-of-schedule compensation can only be determined by application of ELM 434.623e to the specific fact circumstances involved.
