Information with the file discloses that the grievant alleges that management has breached the terms of the National Agreement by allowing supervisors to maintain a control file on all employees in the mail processing operation relative to discussions of minor offenses with employees. Notations of discussions made by a supervisor are strictly personal and are not to be considered official Postal Service documents. As such, they are not to be made a part of a control record system to which other individuals have access, nor should a written notation be passed from one supervisor to another. In view of the foregoing, we consider this case closed.
