The question in this grievance is whether or not management violates the 1981 National Agreement by not paying the grievant 5 hours at the premium rate for time spent at an MSPB hearing as a witness. Be also requests pay for time spent traveling to the hearing and mileage. After a thorough review of this case, we conclude that the grievant received 8 hours of combined work and OWCP compensation on May 11, 1982, the date of the MSPB hearing. In our opinion, he was not entitled to additional work compensation. We further conclude that the travel time and mileage is not compensable under these circumstances because it involved "local travel" within a radius of 50 miles. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
