The question in this grievance is whether or not management violates Article 14 of the 1981 National Agreement by periodically assigning clerks to load and unload trucks at the Miami, Florida Post Office. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. Inasmuch as the union declined mutual agreement in this regard, however, the following represents the decision of the Postal Service on the particular fact circumstances involved. Based upon our review of information contained in this file, we do not believe that the provisions of the 1981 National Agreement have been violated as contended in this case. The periodic assignment of clerks to load and unload trucks under the circumstances described in this case does not constitute a violation of Article 14.
