The question in this grievance is whether management violated Article 8 of the National Agreement by not approving out-of-schedule pay in connection with a change in an employee's training schedule after he reported to the Technical Center. It is the position of the Postal Service that no out-of-schedule pay was due in this case. The grievant was attending a recognized training session which was a planned, prepared, and coordinated program or course. Under the provision of ELM 434.622e, out-of-schedule pay is not authorized in these circumstances. Accordingly, the grievance is denied.
