MMO Agreement Reached

The union’s Maintenance Division officers and USPS representatives recently resolved several disputes involving the Preventive Maintenance Guidelines found in Maintenance Management Orders (MMO).
The agreement applies to MMOs that have been superseded or declared obsolete, and identifies examples of duties that are to be assigned to MM-7, MPE-9, or ET-10 occupational groups. The agreement provides that:
All tasks that are semi-skilled in nature shall be assigned to Maintenance Mechanics, PS-7. Such tasks include mail searches, daily cleaning, and go/no-go tasks. (An example of a go/no-go task is determining whether an indicator light on or off, rather than determining whyan indicator light is on or off).
All duties that require troubleshooting, decision-making, or rendering a judgment call shall be assigned to higher skill levels – not to Maintenance Mechanics. These duties include making decisions regarding the type of maintenance that needs to be accomplished, the kind of repair that should be made, or the methods that should be used.
The duties and tasks of Mail Mechanics, Mail Processing Equipment, PS-9, include troubleshooting; making repairs; locating malfunctions and fixing them; performing preventive maintenance inspections, and observations of all mail processing equipment.
All duties that require detailed knowledge of the equipment, analysis of reports, tasks pertaining to computer networks, start-up and shutdown procedures of multiple operating systems, etc., are examples of duties and tasks which shall be assigned to Electronic Technicians, PS-l0.
