Arbitrator Byars addressed a dispute arising out of an MOU in the 2004 CBA providing for the review of all Pre-1998 Grievance Referred or appealed to the National level. The Arbitrator agreed with the APWU that this grievance should be returned to the arbitration docket with the original appeal date in accordance with that MOU.
