We mutually agreed that there was no interpretive dispute between the parties at the National level as to the meaning and intent of Article 7 of the National Agreement as it relates to craft assignments pursuant to Regional Instruction 399. While Regional Instruction 399 makes primary craft designations, no employee's current duty assignment will be modified by removing functions designated to another primary craft until and unless such duty assignment becomes vacant through attrition. In addition, management may continue to revert or abolish positions no longer needed. It is expected that when a duty assignment is vacated, and is not reverted or abolished, those functions designated to another primary craft will be assigned to that craft where appropriate. Accordingly, as further agreed, this case is hereby remanded back to Step 3 for further processing and application of Regional Instruction 399 by the parties at that level.
