The question raised in this grievance involved whether the placing of mail trays on the floor by the distribution cases creates a safety hazard. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. The parties agree that when trays of mail are properly placed in appropriate locations on the floor, no safety hazard exists. However, whether a safety hazard is created at the Winter Park Post Office by the placement of trays on the floor can only be determined by full development of the specific fact circumstances. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
