The issue in this grievance is whether local management violated the National Agreement by disallowing the union to hand-copy documents far the processing of grievances. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether it is reasonable, under certain circumstances, to allow or disallow the union's hand-copying of documents relevant to a grievance is a local dispute suitable for regional determination by application of Article 31 of the National Agreement to the particular circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration if necessary.
