This grievance concerns a local post office instruction that required a supervisor to accompany an injured employee to a local emergency treating facility on all initial occasions. During our discussion, we agreed that according to ELM 543.13, a supervisor accompanies an employee needing emergency medical treatment to the doctor's office or hospital when appropriate, to make certain that the employee receives prompt medical treatment. However, according to ELM 543.223, a supervisor is not authorized to accompany the employee to a medical facility or physician's office in non emergency situations. The intent of the local instruction must not conflict with the ELM. If so, it shall be appropriately revised.
