The question raised in these grievances involved whether local management violated the terms of the National Agreement when advised part-time flexible carriers that they would be contacted by telephone if needed on a non scheduled day. After further review of this matter, we mutually agreed that no National interpretive issue is fairly presented in the particulars evidenced in these cases. Part-time flexible carriers cannot be required to "stand-by" or remain at home, under the threat of discipline, for a call-in on a non scheduled day. Should a supervisor be unable to contact an employee whose services are needed, the employee merely remains non scheduled for that day. The fact circumstances of this dispute must be adjudicated within this mutual understanding. Accordingly, we further agreed these cases are hereby remanded to the parties at Step 3 for further processing if necessary.
