The issue in this case is whether a locally drafted letter regarding the "Rescission of sick leave restriction" is improper. During our discussion, we agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. This grievance is purely a local dispute over the application of Section 513.37 of the Employee and Labor Relations Manual to the fact circumstances and is suitable for regional determination. Accordingly, as we further agreed, this case is remanded to the parties at Step 3 for further processing, if necessary.
