The matters presented by you as well as the applicable contractual provisions have been reviewed and given careful consideration concerning an alleged violation of Article 19 of the National Agreement, more specifically Part 240 of Handbook M-5 and Part 350 of Handbook M-54. After carefully considering all available information, it is the position of the Postal Service that memory items are items 99 or less and must be memorized in conjunction with non-scheme distribution; and, coded mail is that mail which contains the correct ZIP code. It is also the position of the Postal Service that incoming primary distribution on the Letter Sorting Machine (LSM), as in the instant case, will be non-scheme using ZIP codes, augmented by no more than 99 memory items, and that the memory item required at the local facility was within the aforementioned criteria.
