The question raised in this grievance involves the use of clerks who were not scheme qualified to perform sweeper-tyer duties on the MPLSM. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We further agreed that all employees assigned to perform sweeper-tyer duties on the LSM do not need to be scheme qualified. However, as provided by Part 452.3 of the M-54 Handbook, "[f]or relief purposes, it is necessary that from one to two sweeper-tyers on each machine be keyboard operators." The parties should apply the above-cited provisions to the specific fact circumstances involved in this case in order to resolve this issue. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
