The question in this grievance is whether or not management violated Article XIX of the National Agreement as it relates to the issue in this grievance. The Union contends that staffing requirements for the SPLSM are violated when management uses only two employees on the machine during the first and last 30 to 45 minutes of operation. The Interim Instructor's Guide indicates that three employees are required for full operation. We mutually agreed, after a thorough discussion of this case on February 26, 1982, to remand it to Step 3 to be handled at that level.
