The question in this grievance is whether management violated Article 25 of the National Agreement by not compensating the grievant at a higher rate of pay while serving in the position of Stamp Supply Clerk. The union's position is that accountability of stamp stock is a management responsibility. The grievant was responsible for this accountability from August 1976 until May 1982 and should be compensated at an EAS rate of pay. During the time the grievants served in the position of Stamp Supply Clerk, he performed the duties of the position as described in the Standard Position Description 2-156. The grievant was properly compensated at Salary Level PS-6 and is not entitled to additional compensation based on the duties he performed. Further, as stated in the Step 3 decision, the grievance was untimely filed. The grievant served in the position for approximately six years without filing a claim for higher level pay. Accordingly, this grievance is denied.
