The issue in this grievance is whether employees in PS level 3 and PS level 4 positions are entitled to higher level pay when temporarily assigned to perform sweeping duties on the Flat Sorting Machine. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether or not the duties performed warrant higher level pay is a matter that can only be determined by regional evaluation of the fact circumstances involved. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
