In this case, a union representative posted on the union's bulletin board two case files from grievances that had been appealed to Step 3. Local management officials removed the case files from the bulletin board and returned them to the representative. In discussing the circumstances of this grievance, we considered the impact on both parties particularly as it pertains to good faith efforts to settle grievances at the lowest possible step. We concluded that neither party is adversely affected by the posting of a summary of a grievance that has been finalized. On the other hand, the posting of a grievance file while the case is actively in one of the procedural steps can hamper any good faith efforts by the parties. In full and final settlement of this grievance, we mutually agreed that management will not interfere with the union's posting on bulletin boards summaries of finalized grievance cases that accurately reflect information contained in the files. Union representatives will ensure that the summaries posted are accurate and do not identify individuals involved.
