The grievances concern whether part-time flexible employees in this local office were properly promoted to best qualified positions over full-time regulars in the craft. These grievances were referred to the national level as involving interpretive issues having national impact. However our review of the issues involved indicates that the disputes can be resolved by appropriate application of existing language in Article 33, Section 2, 1981 National .Agreement, and the P-11, Personnel Operations, Handbook. Whether or not local management correctly applied the successive procedures of the referenced provisions can only be determined by a review of the fact circumstances existing at the local level. Accordingly, these grievances are remanded to Step 3 for further processing. If unresolved, they are suitable for arbitration at that level.
