The grievance concerns whether part-time flexible employees may be promoted to best qualified positions over full-time employees in the same craft. The position is Postal Source Data Technician. We mutually agreed that no nationally interpretive issue is present in this case. Part-time flexible craft employees may be considered along with full-time craft employees for PSDT positions. However, management must be mindful that where promotions are involved, seniority shall be the deciding factor where the qualifications of the applicants exhibit no appreciable difference (ref: Article 33, Section 2, National Agreement). Whether or not a PTF was appreciably more qualified than a FTR for a PSDT position can only be determined by a review of the qualifications of the parties involved. Such a factual review must occur at the lower levels. Accordingly, we further agreed to remand this grievance to Step 3 for any appropriate review and processing.
