This USPS Step 4 Denial outlines Management's position on the amount of training required for an employee who voluntarily bids, and is the senior bidder on a duty assignment requiring machine qualifications, prior to completing training on his/her present assignment which requires the same qualifications. The union contended an employee would be entitled to again begin the allotted training because of the new assignment. It was the position of the Postal Service that when an employee is named the senior bidder on a duty assignment which requires machine qualification prior to exhausting the allotted training hours on their present assignment, which required the same training, the employee would simply continue with his/her training rather than being afforded an opportunity to begin the training again.
